Cannot Sign in to OneNote on Windows 10

Every time I tried to open OneNote on Windows 10 with my Microsoft account. it took me back to the sign in page.  

I followed the FIX in social.technet Greencam 7/27/2015.  This removed OneNote from my computer.  However, I am not able to reinstall OneNote.  I get the message:We encountered an error.  Please try signing in again later.

How do I fix this?
