I am having issues with with one drive and can't disable the the on-demand option.
Is anyone else having this issue?

Since you have the latest version of OneDrive sync client, the issue may be related with the OneDrive settings in Group Policy.

I have tested from my side, if I change the state of "Enable OneDrive Files On-Demand" to "Enable", I will get the same "Save space and download files as you use them greyed out" as yours.
The administrator can configure this setting for users, please contact your IT department for more help and let me know your feedback.
