To upload the photos from the personal OneDrive to iCloud, please follow the steps below:
1. Log into OneDrive and select all photos.
2. Click Download to download the photos in a local folder of the computer.
3. Log into the iCloud with an Apple ID on the computer and upload the photos in the local folder to the iCloud.
It is not feasible to move the photos in OneDrive to iCloud directly. Your understanding is highly appreciated.
