Disable Upload To Shared Library

This question is a combination of functionality between Sharepoint Online and OneDrive for Business app, so my apologies if it is in the wrong category.

In my company, we have a Sharepoint Online document library that is synced to multiple Windows 10 laptops using the OneDrive for Business client. One user has the ability to make changes, while the other users are "can view" only, as they should not be making changes to the library. Inside one folder of this library is a small program that users can run. This program generates temporary files (inside the same folder from which it is running), and if it cannot create/edit those files, it will not run. With the library being "can view", the OneDrive client prevents the files from being created. Thus, for that folder only, all users are given "can edit" permissions within Sharepoint Online. This allows the program to run, however, the temporary files are being synchronized among everyone's computer. We do not want those temporary files to be uploaded to the Sharepoint Online library, and yet with the "can edit" permission, they are being uploaded.

Is it possible to set up a folder in Sharepoint Online/OneDrive so that it is download-only (no upload) but with the ability to edit the contents of the folder on the local computer for certain users?

Per your description, we totally understand your requirement where you want to users to sync their document library and the files created by a program in the specific folder should not be uploaded to SharePoint Online. OneDrive sync client is having feature where we can select the folders in the OneDrive to be synced but unchecking the folders will disappear them from the File Explorer where users will not able to run the program.

 

In this situation, since your requirement is not to sync the files created by the small program and as you gave the edit permission to the users for the specific folder, the only way is to download the folder instead of syncing with the help of OneDrive sync client.

 

Open the Document Library> Select the folder> Download.

 

In addition, if the files created by the small program is having a specific file type, you can try block syncing of specific file types. Refer to this article: Block syncing of specific file types.
