It really depends on what kind of changes you want to audit. Take a loot at the Protection center reports: support.office.com/.../Search-the-audit-log-in-the-Office-365-Protection-Center-0d4d0f35-390b-4518-800e-0c7ec95e946c

Vasil is right. Global administrators can now go to https://protection.office.com and run audit log search in the Search&investigation section. Please note that you have to first turn on audit logging before you can run an audit log search. If the Start recording user and admin activity link is displayed, click it to turn on auditing. If you don't see this link, auditing has already been turned on for your organization.

We cannot only enable the auditing only for SharePoint. When we turn on audit logging, it will apply to all the following types of activity:

User activity in SharePoint Online and OneDrive for Business

User activity in Exchange Online (Exchange mailbox audit logging)

Admin activity in SharePoint Online

Admin activity in Azure Active Directory (the directory service for Office 365)

Admin activity in Exchange Online (Exchange admin audit logging)

No. SharePoint administrators does not have the access to the  protection center: https://protection.office.com.

However, site collection administrators can retrieve audit logs in Site settings for the owned site collections.
