This error may occur when migrating a huge mailbox to Office 365, or the server is overloaded. The error itself indicates that "The job is currently stalled due to higher priority jobs". DiskLatency throttle is due to high amount of I/O on the disk where
the database is residing. It could be MRS activity that throttled itself or something else causing high I/O on that disk.
Sometimes a complete error can be found in the log: Relinquishing job because of large delays due to unfavorable server health or budget limitations with a request throttling state 'StalledDueToTarget_DiskLatency'.
