Error 1719 when trying to add Office 2003 components

I am trying to add Access to my installed Office 2003 programs. I
place the cd in the reader and there is no autoplay, I just get a
window listing files on the cd.
If I double click setup.exe I get the message
Error 1719. The Windows Installer Service could not be accessed. This
can occur if you are running Windows in safe mode, or if the Windows
Installer is not correctly installed. Contact your support personnel
for assistance.

I followed all of the steps in
hxxp://support.microsoft.com/kb/315346

which is where everyone with this problem is directed but it made no
difference.

I downloaded Windows Installer, WindowsInstaller-KB893803-v2-x86.exe
from Microsoft, and whe I try to run it I get the message :
Setup has detected that the Service Pack version of this system is
newer than the update you are applying.
There is no need to install this update.

I have tried all of the solutions in

I have downloaded and installed Installer 4.5
 Installer installed ok,
msiexec /? gave
Windows installer V 4.5.6001.22159

I have some log files from the failed installation, named
Microsoft Office 2003 Setup(0001).txt
Microsoft Office 2003 Setup(0002).txt
Microsoft Office 2003 Setup(0002)_task(0001).txt

Searching for error in these files gives :

Should have said Windows XP SP3.

Just uninstalled Office 2003 from Control Panel - Add or Remove Programs.
Uninstalled successfully. Still get error 1719 when trying to install Office 2003.
Downloaded and ran
Microsoft Fixit 50416.msi
to make sure Office had all gone.
Received a dialog

The feature you are trying to use is on a
CD-ROM or other removable disk that is not available.

Insert the 'Serif Photo Plus X3 Studio Extras' disk and
click OK.

I do have Serif PP3, but what has this got to do with Office 2003 ?

I have Office Professional 2003.
Missed mentioning that article, but I did read it. It says much the same as all of the others. Naturally I followed the instructions in the article like all of the others. Naturally it did not work, like all of the others.

What is the version of Windows operating system that you are running? Is it 64bit or 32bit version?
 
This is an issue with the corrupt msiserver on the machine.
 
If you have another Windows XP machine, go to the below given location in the registry and take a back up of the key and then save it on the non working machine.
1.       Click on start->Run->type regedit->click ok->you will have the registry window opened.
2.       Click on the computer folder\Hkey_Local_Machine\System\CurrentControlSet \services\msiserver
3.       Right click on the msiserver key and click on export->select desktop to save the file.
4.       Once it’s saved, copy the key to a flash drive or an external drive and move it to the problematic machine.
5.       Once it’s copied on to the other machine, double click on the key ->you will get a prompt-> click yes to add the key to the machine.
6.       Restart the computer and then check the result
 

 (Note: Ensure to take a back up of the registry before making any changes to It. when you are on the registry window->Right click on the computer folder->export->save it to the desktop)

I copied the files from the CD onto my hdd.
I then changed the Type in setup.ini from
Type=piwaeo
to
Type=piwaeovx
for extra logging output and ran setup.exe from hdd.

The installation started !!

I stopped the installation and again tried running directly from the cd. Trying to install from the cd again gave the Installer error.
Installing from the copy on the hdd, however, was successful, and I now have the Office components that I wanted on my pc.

It would appear that Windows Installer does not like the cd or cd drive for some reason.

It would appear that Windows Installer does not like the cd or cd drive for some reason.

If this were to happen to me, I'd burn the HDD copy to a different CD/DVD.

I think that sometimes an optical disk can have flaws that some I/O processes cannot read properly while others can.  Using Windows Explorer to copy the contents of the disk to HDD can employ the drive's error correction facility because of the larger I/O operations that can be performed.  Perhaps the I/O performed during an install can't utilize the error correction.  I'm guessing here, but I think it's true.
