Excel 2003 message "Cannot empty the clipboard"

Each time I try to move data from one cell to another in excel 2003 a window pops up stating "cannot empty the clipboard".  The item will then be moved.  I went to 'edit' - 'Office clipboard' and then 'clear'.  A message said 'clipboard empty'.  Yet still each time i try to move data to a new cell the same message appears saying 'Cannot empty the clipboard'  -  but it was already empty!!!   Please help - its infuriating to have to deal with this issue Message "Cannot empty the Clipboard"every time i move data.
