"Microsoft account security alert" email

Hello, 

I received an email from Microsoft that stated: "We think that someone else might have accessed [my Microsoft email]. When this happens, we require you to verify your identity with a security challenge and then change your password the next time you sign in. If someone else has access to your account, they have your password and might be trying to access your personal information or send junk email." 

I just discovered this email from late September, so it is too late to look up the sign-in activity from that time.  Is it fair to say that someone may have used my email and password (which they could've gotten from other data breaches) to sign in, but Microsoft prevented them from doing so (without sending a follow up email or text)? I have since changed my password. I didn't get any follow up emails from that time about my password being changed. I thoroughly investigated my account and did not find any unauthorized changes, etc. 

If TL:DR: Microsoft wouldn't let someone into my account if they thought somebody else was entering it without verifying it was me first?  Is there somebody I can contact from Microsoft to do an investigation?

Microsoft is sending email notification if someone else trying to get in to your account our if there's an unusual activity going in your account.
I highly suggest for you to setup a two steps verification for you to get notified if someone trying to access your account . They cannot get in to your account without your permission.

If you are still receiving email notification for unusual activity of your account , here are the steps you need to do to secure your account.

You need to change the password immediately.

How to change your Microsoft password
1. Sign in to your Microsoft account using your current password. If you forgot your password, either select Forgot my password and follow the steps. Or, for deeper account sign-in issues, see How to reset your Microsoft account password.
2. Once you've signed in, select Security.
3. Select Password security.
4. Type your current password, then type a new password and type it again to verify.
5. Select Save.

Remove the devices connected to the account go to this link

Turn on the two -steps verification of your account so that they cannot get in to your account without your knowledge.

That's fine. My account is fine now. My question is more about the past though. I want to know if somebody was able to read my emails. etc, or if the "security challenge" prevented them from doing that.

I appreciate your swift response, no, they were not able to do that, that is why you received that email to verify if is you is trying to sign in .
They were blocked in trying to get in to your account.
In order for them to get they need a email password verification or phone code verification from the account user.

Microsoft account security tight and cannot easily be bypass. Your account is safe and secured in Microsoft.

You can also enable a two-steps verification it will make it harder for them if someone else is trying to access your account.
