Without a subscription, if you install the desktop applications, and they will allow you only to read files, but not save or print them. If you have the Office apps on an iOS device with a screen smaller than 10.1", you will be edit Office documents, but on a full-size iPad, the documents will be read-only. You can store files on OneDrive.com with a free account and you can edit files in Word, PowerPoint and Excel for the web. Please note that the web and iOS versions don't have all the commands that are available in the desktop programs.

The title is somewhat the converse of your question but I think this support page answers it pretty well.
