Hi PierreFaurel,

Firstly, to access the meeting notes in Microsoft teams, there are few things we can check to troubleshooting this issue.

1. Meeting notes aren't available in meetings with more than 20 people

From your description, other participants can access the meeting notes, so we can go to step 2.

2. Only internal users can access meeting notes

If the problem participants are external user, in this case, it is recommended you may capture a screenshoot of the meeting notes and send the screenshoot to this user.

3. Only people who are invited to a meeting before notes are created will have access to them. People invited later won't have access. 

If this is your case, then I have tested this on my side but didn't find a way to give the user access to the meeting notes. Given the result, it is also suggested to send a screenshoot of the meeting notes to this user to work around it.

Considering this and to prevent this problem from happening again, make sure to invite all participants before creating a meeting record.
