As Tom has explained, Excel (and most computer apps) store numbers in binary using the IEEE protocol. Some decimal numbers have no exact binary representation within the fixed number of digits allowed.
Tom was making the point that this is not a bug but a mathematical fact.
While 1/4 can be exactly represented as a decimal 0.25, 1/3 can only be approximated to 0.3333333333333333333333333.....
