According to your description, I'd like to confirm if you are using an external USB Webcam firstly. If so, I suggest you try unplugging it, wait for 5-10 seconds and then plug it back in. Besides, if you have a spare webcam with you, try to plug it into your PC and see if the new camera works with Microsoft Teams.
To better assist you, may I know what steps you have tried to prevent duplicate suggestion? Meanwhile, please also provide the following information to me for further assistance:
1. Can the Webcam work when you join a meeting in Teams Web App?
2. Any screenshot about your problem would be appreciated.
3. Whether the Webcam can work in Teams on other PCs?

Since it cannot work only in Teams, I suggest you try signing into Teams Web App and check if the webcam works there. If it works, you can keep using Teams Web App as a temporary workaround.
Regarding to your problem, you can also try resetting your Camera by following the steps: Open Device Manager, then click the Action menu and select Scan for hardware changes. After completing, you can try again to see the result.
If the problem still exists, to further assist you, please share the detailed version about your Teams (including 32-bit or 64-bit) with me. To get the version, please click on your avatar and select About > Version, then you can see the version at the top of Teams.

Since the external webcam can work in Teams, this might be related to compatibility. Here is an article aboout requirement for Teams that you can check and refer to: Hardware requirements for the Teams desktop app on a Windows PC. Besides, you can also try downloading 64-bit Teams to see the result.

I suddenly have the same problem. The Webcam worked ok for more than a year and now Teams can't use the camera. Skype, Edge, Windows Camera, etc. etc. still have no problem... Even Windows Hello works ok.
It would be really useful if Teams allowed at least some minimal support for configuring the camera, quality, etc.
I think something accidentally changed the defaults on the camera to a setting that Teams doesn't like.

I am having this same issue. I have an HP, the internal camera is an HP HD Camera.
It works with all other programs and also with the webpage format of Microsoft Teams. However, it will not work with the downloaded version of Microsoft Teams.
I checked for the latest driver, re-installed Microsoft Teams. Assured no other application was using the camera at the time, and nothing.
Any help would be appreachiated.

Start >Control panel> Administrative tools> run Computer management as admin
Go to Device Manager >Cameras
Find HP HD Camera > Right click on it and choose Update driver
Choose Browse my computer for device software
Choose Let me pick from a list of available drivers on my computer
Choose USB Video Device
Choose next
Camera works.
