where is the infobar in Outlook 365

I cannot access hyperlinks in email messages in my Inbox. When I search HELP, topics discuss the infobar.

The info bar is right under the to/from area in the message header, when there is info to display.

But seeing the infobar probably won't help you with links. If the solutions in the article Palcouk posted doesn't solve the problem, see https://www.slipstick.com/problems/this-operati... - I have some additional solutions.
