What does [$-F800] in date formatting mean (Excel 2010)?

I keep reading about Locale codes...  http://msdn.microsoft.com/en-us/goglobal/bb964664.aspx
but I cannot find F800, f800, -F800, -f800, $-F800, $-f800 or anything remotely similar.
If Microsoft made it easy to find information in the Help files... never-mind, I won't start.

{$-F800} seems to result in a display of the system date long format.  [$-F400] does the same for time.  You will note that the rest of the date formatting does nothing!

I do not see that code in that list.  What locale does it represent?  Also see my response as to its apparent behavior.

If you had taken the time to actually read what I wrote you'd have noticed that I posted that very link AND mentioned that I could not find anything resembling F800 in that list.

I am sure you are correct... but that still doesn't explain what it really is or why some genius put it in there without making some kind of HELP for it.

I have read that it is a shortcut for displaying the System Date.  As to expecting Excel HELP to be both complete and correct, you need to consult with the genius to whom you allude.
