As only one user account has this problem, it is recommended to contact your administrator to enable multi-factor authentication (MFA) for this user to see if there is any improvement.
For your reference:
Set up multi-factor authentication.
Note: as the registry key REG_DWORD you created does't help to resolve this issue, please back
up the registry firstly and then delete it for the MFA works.
In the meantime, you may also try
clearing the TPM to reset the TPM to an unowned state.
Note: Clearing the TPM can result in the loss of data. For security concern, please make sure you have a backup or recovery method for any data protected or encrypted by the TPM. You can contact the admins in your organization for further assistance.
