Unable to Change Pictures in MS Word

ImageThe Insert Pictures Window in MS Word doesn't do anything. I can get there by right click an image in Word, select Change Pictures and I'll get this Window. I can't seem to interact with any of these options, nothing happens when I click on it. I can insert images and edit the image fine, but not Change Pictures. I'm using Word 2016 Version 16.0.5383.1000 32 Bit. I've been able to replicate the same issue on other machines with the same version of Word. I've tried repairing and reinstalling office but issue persists.

This is part of a general bug that affects picture backgrounds and watermarks, picture bullets, and signature images as well. It has been reported to Microsoft; developers have been able to reproduce it, and they are working to release an update.
