Unable to activate Visio Pro 2016

Hi,

I need help activating my Visio pro 2016. I have a Visio Pro 2016 key, but every time I tried using that key to activate the program, it won't get activated and only shows "Install this product instead" link.

I used an offline installation source with this configuration

Any suggestion on solving this problem would be appreciated.
