Typing over a picture

How do I type over a picture so that it does not block out the picture, but just types over it? I have Office 2010

You can still edit the picture. You can select it using the Select Objects tool at Home | Editing | Select, as Doug pointed out.

WIth the Picture selected, click on the Picture Tools Format tab of the ribbon and then in the Arrange section of the ribbon, click on the Wrap Text item and set the picture to be displayed Behind Text.

To select the picture, you may have to click on the Home tab of the ribbon and then in the Editing section, click on the Select item and then on the Select Objects item.
