Temp Staff User Logins

Is there a way I can allow temporary staff member access to a shared mailbox and other Office 2016 apps, inlcuding Access without having to pay for another Office365 E3 licence? A universal login would be preferred allowing for the password to be reset frequently for security.

Presently, temps login on either a PC or laptop using a permanent staff member's credentials to allow access to Outlook, Excel, Access and Word.

A shared mailbox is set up and all in-coming and out-going mail is copied to the permanent staff member's mailbox for monitoring.

Credentials sharing is not allowed under the Office 365 for Business licensing system. Each user accessing Office 365 for Business resources needs to have a license unless the product itself explicitly allows guest access (like for some parts of Teams and OneDrive). Accessing a Shared Mailbox requires at least an Exchange P1 license.

You are of course free to re-assign a license to someone else
