Stopping Non-delivery reports (NDR)

Is it possible to stop an Exchange server from sending non delivery reports.  I have found no option for doing so.  I see that one can create custom DSNs, but it does not appear possible to disable NDRs entirely.

I personally do not see what the purpose of NDRs is, since 99.999% of them (at least on our system) are sent in response to emails sent to former employees by what I consider to be spammers.  I am puzzled as to why Microsoft does not apply the spam filter first before deciding to send an NDR.  Instead, it appears that Microsoft rejects an email first and sends an NDR, even if the email would have been flagged as spam if it were deliverable.  This does not make sense.   MS should turn the spam filtering and NDR messaging around if it is going to make it impossible to disable NDRs.  I do not see the advantage in sending NDRs to spammers, which is what our exchange server is doing right now. I prefer for our server not to respond to these senders at all.

Based on my understanding, you want to disable sending NDR to the spammers, right?

In Exchange server or Exchange Online services, we can only disable non-delivery reports to the remote domain.
