SharePoint Corrupting PDF Files

I have a user who has an issue I have not seen before. We utilize SharePoint so that doctors and their clinical staff can transmit documents between each other.
The scenario is as follows.
The doctor uploads a digitally signed PDF to a particular folder in this document library. The clinical staff will download this document and delete it from this specified folder. They open the document to inspect it without making any changes, then they upload it to a different folder in the same SharePoint document library. When they do this, there is a chance the file will be completely corrupted and is not able to be opened either through SharePoint or if downloaded and opened locally through Adobe Reader, Adobe Acrobat Pro, or Browser based readers. Below I have attached the error message that I receive when attempting to open this document in Adobe Acrobat Pro.

Any insight to this issue would be great.

Note: We utilize SharePoint Online

Answer
Answer
I have worked more with this user and found the problem to be user error. It seems that the user was attempting to upload files to SharePoint directly from a heavily compressed library stored locally on their device. When they extracted these files, they could upload them fine. This issue is resolved. Thanks for the help.
