Separate label and field in form

Lately, when I have added an existing field to a form, I can't move the label and field separately. I used to get the "pointing finger" cursor over the upper left handle that's "bigger". Then I could grab the label and put it in the form header and leave the field in the details. Now, all I get is the four-way cursor allowing the field and label to be moved ... but they both have to be in the same section ... both in details or both in the header.

I realize I can delete the label and recreate it independently in the header ... but that's several extra steps and i swear I could do this before ... did I accidently turn something off (or on)?

I'm using Access 2007 on a WinXP machine.

As far as I know, it has never been possible to drag an attached label to another section, in any version of Access.

You can select a label, cut it (Ctrl+X), then click in another section and paste it (Ctrl+V).
