from your information, it seems like the issue is related to the client, so i recommend you ask your it whether he/she has set some group policies and assigned you the administrator right for your own computer. meanwhile, please post on outlook
client forum for professional support about client related issues.
i’ve figured out a workaround and you can try it to see if it meets your requirement. you can remove the user’s office credential in credential manager. then when the user opens outlook, there will be an outlook prompt for password. here are the steps:
1. open “control panel”
2. select “large icons” in “view by”
3. find out “credential manager”, and click it.
4. in the “windows credentials”, find “microsoftoffice1x_datasspi: user’s email address”, and remove it. in my site, i use office 2015, the credential is “microsoftoffice15_datasspi:*** Email address is removed for privacy ***” like below:
5. open outlook, press the password(do not tick “remember my credentials”) like the following screenshot shows:
6. click “ok”
