relative-addressed hyperlinks become full-addressed links after saving and re-opening

Re Word 2016, anyone know why relative-addressed hyperlinks

(e.g.,  {HYPERLINK  \l "_Basic_Functions"} in the current document)

become (incomplete) full-fledged addresses

file:///c:\users\name\documents\doc1.docx

after a files is saved and re-opened? Such addresses are incomplete because they does not reference the topic location! Each click

goes to the beginning of the store document, not to the desired location.
