Regional format keeps changing to the default

I have an Excel sheet that I need the regional format to be in Portuguese (Brazil). But every two days or so it changes back to the default English (United States).

The Display Language isn't the problem. I have a functionality that depends on date format and it won't work if the formulas MONTH and YEAR reads MM/DD/YYYY.

The Office's Language & Region settings are set like shown in the image.

Thanks for the update. Windows regional settings affect some format such as date, time and number format in Excel desktop apps. If you are using Excel for the web, Regional format settings in Excel affect dates, currency, formula delimiters and more. If you are using your organization account, the default regional format settings in Excel for the web are the site regional settings of the SharePoint site where the Excel workbook is hosted. You may set preferred regional settings for your account so that the regional setting is applied when you view workbook in any SharePoint site. Please check the article for more information on Change your personal language and region settings. You may check the option ”Always use my personal settings”
