Recording has Started at Login Screen

This morning one of our users contacted me saying she was being recorded and she took a picture of the Windows 10 Login Screen that says "Recording has started" I find this a little strange and have never seen it before so I don't know where to start on this? Anyone have any ideas what could have caused this?

I am Dave, I will help you with this.

That has a known cause, someone has pressed Windows key + G and Gamebar recording was started, if they press that key combo again, they see the recording has stopped.
