Usually pre-loaded Office versions are only a trial version . .
If you paid Dell for the full version of Office 2016 as part of your purchase, was that ever associated with your Microsoft Account Email?
Go to http://www.office.com and if you're not already signed in, select Sign in
Check on that page to see if that Office installation is listed there under your account
If it is, on that page you can re-install Office any time:
On the Office home page, select Install Office - Install
If Excel is not working correctly, follow these steps to perform a full repair of your Office installation . . .
Open Control Panel - Programs and Features
Click Microsoft Office in the list of installed applications
At the top, click 'Change'
On the resulting dialog, click 'Repair' - choose the Online Repair, it is a comprehensive fix
That should fix any issues with your Office Installation . . .

Simply uninstall Office, then re-install from the MyAccount site.
The "official" trouble shooting process is in 3 parts
#1 Start the application (excel) in safe mode to see if the problem is being caused by an addon.
#2 Uninstall from the Control panel. This leaves your personal configuration information in place. Re-install
#3 Uninstall Office using the "fix it" tool. This wipes all personal configuration information (which may be contributing to the problem)
Taking these 3 steps may save you some time.

As computer scientists we are trained to communicate with the dumbest things in the world – computers –
so you’d think we’d be able to communicate quite well with people.
