I have tried to do this in the past and the best compromise has been to add the PDF element as an image on a background page and create a new drawing on the forground page by "tracing" the background page. It is a lot of work, but sometimes there is no other
option. Even with AutoCad drawings, there is usually a lot of work to end up with a real Visio drawing.

1. Use some online converter to convert PDF file to SVG file.
2. Open the SVG file within Visio
3. Save the SVG file as a new Visio file (*.VSD or *.VSDX)
4. Open the new Visio file > right-click the image > Ungroup all the objects
I’ve tested on my side and it is indeed feasible, but as the author said, if you do not have a true PDF file it cannot be converted
into an editable file, which means not all PDF files can be convert to the editable Visio files, you can check the above thread to see more information.
