Outlook not showing up on Office 365 portal

I have a user that can no longer access the outlook web app through the office 365 web portal? The user has been able to access it in the past but just recently disappeared.

Anybody know what might be causing this?

Thanks for your updated reply.

As you described, the user is assigned related license and is able to access OWA via the link Rick provided above, while the Outlook tile is missing in app launcher in Office 365 portal. I would like to suggest you let the user follow my steps below to ensure he has pinned the Outlook tile to Office 365 app launcher.
1. Go to Office 365 portal, and click All Apps in the app launcher.

2. Browse all apps to find the Outlook icon. Right click it and choose Pin to Launcher.

3. In this case, Outlook will be pinned to Office 365 app launcher, users will be able to find it via app launcher.

Please feel free to post back and let us know if the user is able to find Outlook in Office 365 portal.
