Outlook 2013 Receive Error 0x8004210A

Time out waiting for a response from the receiving (POP) server.  (Time set to 1 minute, changed to 2.5 and no affect)

Configuration:  Windows 8.1 (with current updates)

  Office Pro 2013 with current updates (I tried a repair and also a reinstall)

  Norton Security (I tried with firewall off and full uninstalled)

  Internet Provider:  Time Warner Cable

  Mail Provide:  Mail.Com

   Mail setup - POP3,  SSL  Port 995

The last message I received was on 1/27/2016 12:06  Not sure the actual time Outlook stopped receiving messages.

Changes since that 1/28/2016 date:

Installed Norton Security

Samsung Electronics USB Drivers

Added changes after 1/20/16

Office Professional Update to 15.0.4787.1002

Java 8 Update 718.0.710.15

Google Chrome Update 48.02564.97

Ran SCANPST on my incoming mail file

Ran sfc /scannow 

I do have connection to the Internet and all Mail settings are correct.

I finally fixed it.  Don't understand why.

I have a Netgear AC1900 R7000 Router.

I turned off the router and back on and guess what?

Yes my emails are now loading.

Miracles happen sometimes.  It was not Microsoft or Norton.  Only took 3 days to get working.
