outlook 2007

I started to have issues with outlook 2007 on a windows 7 machine.  I am getting an error message when I check my mail.  Error (0x8004210E). account is locked by another session or for maintenance.  I can access my mail through the web based mail and on other devices.  I have deleted the mail profile and reinstalled on.  Email works for a few minutes after but fails again later with same error message.

Deleted the Profile why??????????????????

An uninstall/reinstall has no impact on the outlook Profile

2007 went out of support late 2017, and since then no updates of any type.

If it works for a few minutes it means something on your system is causing the problem, probably an integrated security utility

I deleted the profile and there is on difference.  I bought new computer with windows 10 and office 2019 and still the same issue.  I have sub accounts with the same server settings and they all work.  Just the primary one doesn't.  They are POP accounts.  I installed an IMAP account and it works.  Just want to keep POP account, my ISP can't seem to help.
