Option 'Anyone with the link' disabled despite 'External sharing' > 'anyone' enabled

Hello,

I have created a new 'communication' site in SharePoint, and our administrator changed the 'External sharing' setting for the site with 'Anyone'.

However, I still cannot select the option 'Anyone with the link' when attempting to share pages - the option is greyed out.

When creating a folder or file, the option 'Anyone with the link' is available, though. Is there a specific setting that would prevent public viewing of the SharePoint page? Or is it not possible at all?

The Microsoft support page is a bit vague in this area:

If the site is a SharePoint site, you might even be able to share it with people outside your organization, depending on the permissions set for your organization and for the specific site.

Hmmm, maybe this is simply not possible:

Odd, though, that the option 'external link' is still displayed. And that sharing the page link doesn't display a 'request access' form.
