OneNote for Mac is not free to use. The online version is. OnenNote for Mac requires MS360 subscription to even sync. This contradicts with what is published.

I am not aware such requirement. You can use a free Microsoft Account (e.g., @outlook.com) to get OneNote for Mac and then sync notebooks to your personal OneDrive.
If you are facing any issue doing this, please share some screenshot and your account type. I can help to check if anything is configured incorrectly.

Hi Ryan,
As I was preparing my reply to you, I managed to fumble through OneNote and managed to solve it!!!!!
Here's what happened:
After the latest OneNote for Mac update, my OneNote app was completely blank.
I can log into my OneNote web but it won't sync automatically with OneNote app.
I was clicking around to sync my OneNote but I kept getting this notice telling me to subscribe!
The OneNote for Mac is blank....
So apparently, even after login in to my MS account in OneNote for Mac, my Notebook is NOT automatically synced!
I have to click on the poorly located "Open Notebook" button at the BOTTOM of the app to add my Notebook!!!
How I wasted my weeks trying to solve this.....
But thanks for replying my call for help.

Good to know you find the way to open your notebook.
Besides the way what Bernd P. indicates, the other way to open a specific notebook is to navigate to your OneNote notebook in browser > Editing > Open in desktop app.
