OneNote 2016 Recycle Bin is not fully synced or corrupt - how do I generate a new one?

I recently clean-installed Windows on my Desktop and reinstalled Office 2016. I went to work in my OneNote 2016 NoteBook, and deleted a note and got the "Deleted Pages section of the Recycle Bin is not fully synced or is corrupted. Do you want to delete this page permanently."

I've followed the suggestions on this page: http://answers.microsoft.com/en-us/office/forum/office_2010-onenote/onenote-cannot-send-to-recycle/f25f86f3-90ca-42d3-8b35-f66e65015d48 which is where most people who post this question are directed, but it did not solve my problem.

Is there a way to re-build the recycle bin?

Since the Recycle Bin is notebook specific I'd create a new notebook and copy all sections to it. Then delete the old one.
