OneDrive wont sync or even delete a file - too large for destination

I have a small PDF file (10.8KB) that I cannot move, copy, delete, or even rename without encountering the following error message or its relatives.

"The file 'Benny Drawing Normal.pdf' is too large for the destination file system."

It is NOT a large file.

I don't know what the "destination" is, or why "renaming" a file also results in this same error message.

Its availability status always indicates "sync pending." 

I just want to get rid of it.

What should I do?

I just tried this, and, although it showed as being deleted on-line," when I returned to my PC desktop, the file was still there.  The same error message appeared when I tried to delete it.

I will try a re-boot now and see if this changes anything.

NO change.  File did not show in on-line OneDrive but REMAINS on my PC.

If I open Explorer ON my PC and look in either my OneDrive folder or my This PC folder, the file is there and cannot be manipulated other than to be opened.  It reports: "sync pending."

If I open the web version of OneDrive, (https://onedrive.live.com/?id=5DAEAC5250884A4E%2126513&cid=5DAEAC5250884A4E),

 the folder containing the file is there but it is EMPTY and can be deleted.

If I open OneDrive from the Startup menu, it opens another Explorer window that shows both the folder AND the file WITHIN the folder.  The file remains.

I am V. Arya, Independent Advisor, to work with you on this issue. Start your computer in safe mode and then try to delete it.

If above doesn't work, unlink your Onedrive and then try to delete the file.

Right click on your Onedrive, Click Settings, Click Unlink this PC
Wait for some time and link it again the way you did unlinking and then synch.

The Startup in Safe Mode did not work.  "Error 0x80070780 - the file cannot be accessed by the system"

Before proceeding to the "unlink OneDrive" process, I have a question.  OneDrive indicated that when I unlink OneDrive my online files will disappear from the PC, but the "always on machine" files will remain.

Will my online files re-populate my PC when I relink to OneDrive ?

Online files are always on OneDrive. They are never on computer. Yes, they will repopulate.

I just tried the "unlink OneDrive" solution, and it did not work.  The result was like before, that is, "file is too large for destination system."  The only difference was that it did not say "sync pending."  This makes sense, I suppose, because OneDrive had been unlinked.  

Does this point to a Windows problem as opposed to a OneDrive problem? 

How can a 10.8k file be "too large?"

Help, please?

PS: thanks for your efforts so far.  I've certainly never had such problems DELETING a file.  :)
