Onedrive says my storage is full, but its actually at 14%/100%. How can I fix this?

It was full, so I deleted many files to bring it back down to 0.7gb/5gb. However the error has not gone away, and my files are still not uploading to Onedrive. I really want to get back to work, but I'm worried none of this work will sync after this is hopefully/eventually resolved. I could upgrade, but I see no need for it. At least not yet.
