Office 365 Unlicensed user

I have a Office 365 license and I can create new user in admin center. 

After created, I don't assign license for them. But they can login to Office 365 and can go to SharePoint Site. (if have permission)

This is a normal behavior? Please tell me the limitation of Unlicensed User in Office 365.

In the future, this behavior still OK? or will block login by MS?

Yes this is a normal behavior. Even if the user has not any license assigned he still is an active user in the Office 365 Portal and can login with user and password. The difference is that a licensed user once logged in will see all the features that comes with the license as Mailbox, OneDrive, Calendar, Office application etc.

Hi Tran.

Unfortunately I cannot find any official Microsoft information about this but I've done this kind of procedures many times and created test user in various Office 365 Tenants and they work just in that same way.

Thanks for you reply. 

My company has plan to setup hybrid for Office 365 and on-premise.

We have 10000 user as bellow:

 + 2000 account need to use OneDrive, Exchange (need license E3)

 + 8000 account only use SharePoint Online to upload and download document. 

If above behavior is normally. I can create 8000 account on Azure AD and no need assign license for them. 

They can login and use SharePoint Online normally. 

But I am concerned that in the future, Unlicensed user will be locked by Microsoft.

Hi Tran,

Based on my test, the newly created unlicensed user can access the public SharePoint site(Everyone except external users can access it directly) and can't access the private SharePoint site directly.

The unlicensed user in Office 365 can't use most of the service: OneDrive, Office online, Exchange online etc. The user needs the corresponding license to use the corresponding service.

Neo - what do you mean by "public" site? Public sites were deleted long ago. You definitely need a license to access SP Online. But we shouldn't be guessing - please post a link to the documentation about this.

Hi Tran,

When we select Public on the site creating page(SharePoint homepage>Create site), the unlicensed user can access this site. If we choose Private, the unlicensed user can't access the site directly.
