Office 2013 Not Functional After Windows 7 Updates

Did the following Windows 7 Updates today (Oct 10, 2018).

After the updates were successfully installed, and the computer rebooted, I could not open Office 2013 Excel, Word or PowerPoint.  I could however open Office 2013 Publisher and Access.

I would get the message: "The operating system is not presently configured to run this application."

And sometimes depending on how I tried to open the application, would also get the message: "There was a problem sending the command to the program."

I tried a full "Repair" of Office 2013 via the on-line method but that did not fix any of the issues.  Still can't open some of the Office 2013 applications and get the same error messages.

Everything was working perfectly on my Windows 7 machine until these updates were installed.  Was one of these updates the culprit?  If so, will Microsoft push out a fix, or how should I handle this problem?

Are you unable to start Word or Excel itself, not a presaved doc?

And if you hold the Ctrl Key when starting Word, does it then start?

I can't open Excel, Word or PowerPoint ... either by opening the application first, or by trying to open a pre-saved file.  I can however open Access and Publisher in Office 2013.

Also tried your suggestion of holding the Ctrl Key down while starting Excel or Word ... doesn't help, same problem and error message.

Everything was working perfectly until I installed those 3 latest Windows 7 Updates I listed in my original post.  I might try running the Restore Point that Windows made before the updates installed.

It just seems like the problem is associated with the Updates, especially after I did a full Office 2013 Repair and still had the same problem and error messages.
