From your description, it seems that you cannot find Microsoft Upload Center in your Windows.

If so, the Microsoft Office Upload Center is part of Microsoft Office 2019, 2016, 2013, 2010 and Microsoft 365, the upload center experience notifications normally seen in the system tray for Windows, is be replaced by a new Files Needing Attention experience shown through File > Open > Files Needing Attention in each of the Office applications. If you are using Microsoft 365 products, you can go to Office application > File > Open > Files Needing Attention, as shown below:

If the scenario above is not consistent with yours, could you provide the detail name product information and version of your office? May I know if you are using Microsoft 365 products or Office 2016? You can go to Word > File > Account and provide the full screenshot of it.
