This pop-up has been appearing every time I open any office application. The red block is my old office account that was associated with my college email account, which I no longer have access, and the blue block is my current personal account. I have removed my old college account from Office; however, this pop up still appears.

I suggest you to try clearing your credentials.
Open Control Panel > User Account > Credentials Manager > Windows Credentials; there you will be able to select which ones you want to delete.

I have found the Credential Manager; however, I don't see any entries that reference the old account or reference Microsoft Office. Should I try clearing all the entries in the Credential Manager?

See if that account is still on Windows. Disconnect it as instructed below.
1. Press "Windows + I" and select "Accounts > Access work or school";
2. Select the account you want to remove and click "Disconnect".
