MFA error

User is receiving an error when trying to setup the authenticator app on phone. User keeps being told to allow push notifications even though they are enabled. Also when trying to manually put in code she's being met with prompt saying that code is no longer valid. Have cleared all MFA for user in Azure and trying to reset but I'm having no luck. Added phone number for user but still not able to gain access.
