I'm Jen, an independent advisor and a Microsoft user like you. I'd be happy to help you out with this issue.
Map Chart is sensitive to column names. Try to go back to your chart source data and reduce ambiguity by adding columns with more location information e.g. country, region, state, county etc. Also, map charts can only plot high-level geographic details, so cities, latitude and longitudes, and street address mapping isn’t supported. re: country names for mapping
I don't have a direct answer to your question.
There is a microsoft list of 268 countries, their languages and the LCID's here...

Assuming MS coding groups are not isolated, there ought to be some relationship between the mapping utility and the languages Microsoft uses in their applications.
