I go through the post carefully, if you are using OneNote desktop app in Microsoft, you may also create local OneNote files(With .one or .Onepkg format) for existing notebooks that have already synced by File>Export.

You may working on the local OneNote files if you don’t have network access.

Thanks for your updates, if you see different options, you may not use OneNote Desktop app and you may use OneNote for Win 10. Please check the link on difference between OneNote versions: What's the difference between the OneNote versions? (microsoft.com)

If you are using OneNote for Win 10, you may not create local notebooks or export notes as local OneNote file, you may install OneNote desktop app from the link for free and check if you can create local notebooks: Install or reinstall OneNote for Windows (microsoft.com)

If you still cannot create local notebooks or export notes as local notes, could you please share a screenshot on options you see with us?

OneNote no longer ships with Office.

If you are using OneNote on a new computer it is almost certainly the "New & (dis)improved" OneNote Windows 10. The version that MS has since abandoned. One of the major (dis)"improvements" was that it could only save to OneDrive (brilliant ... NOT)

You will have to install the free standalone OneNote 2016 to be able to save to local HD.

Then you're using the "wrong" OneNote.

I am using the one and only OneNote that is installed with Windows 10. Office 2019 no longer includes OneNote

rohnski2 had the answer.

"Your" OneNote is OneNote for Windows 10 and cannot store local notebook, so it's useless for your location.

As other members suggested, have you tried to install OneNote desktop app from the link: Install or reinstall OneNote for Windows (microsoft.com)? you may create and export local notebooks form this version of OneNote.
