Is it a fraud email?

And the URL of the customer portal is http://login.live.com.login.srf.wa.wsignin1.0.rpsnv.s654ds65q4d6sq.sechzighundert.net/?Z289MSZzMT0zNzkwMDQmczI9MTA2NjE3OTU3JnMzPUdMQg==.

I find the URL of the customer portal weird and it was blocked by Edge, Chrome.

So, is it a fraud E-mail?
