Amazingly, Forum Moderator Fergal C has discovered the solution:

Fergal C:  ----- Can you rename the Documents folder on SkyDrive so your data is not lost?  If you log into the iPad can you now see a 'New' Personal (Web) notebook?  -----

Jpig:   That WORKED !!!!  As you suggested, I simply renamed the Documents folder on Skydrive to something else. Then logged into One Note on the iPad, and voila it opened. Not only that, it opened the new "Personal (Web)" notebook, but also two other notebooks that I had on Skydrive. I then moved my files in the folder I renamed (the old documents folder) to the new documents folder and confirmed that the app still works. This is a very simple solution indeed, and my thanks to you for helping me out.  Despite my two weeks of fiddling obsessively with the app and searching blogs worldwide trying to find a solution, your spot on help has me back up and running!
