I've downloaded Office Home & Student 2021 and want to install it on my iMac, however, when I double click on the download file it doesn't open. What am I doing wrong?

I can't tell exactly what link you used. You may have downloaded the installer for Windows.

Thanks for getting back to me, Jim. The installer I downloaded was
Microsoft_Office_16.60.22041000_HomeStudent_Installer.pkg.download
The link you provided gave me
Microsoft_Office_16.60.22041000_BusinessPro_Installer.pkg.download
I presume these are the same installer. In any case, double clicking on the download file doesn't install the software. (?)

Generally, once you have purchased Office, you can install it from the Services & subscriptions section of your Microsoft Account page. For more details, please view this reference.
Also, may I know your macOS version? Normally, you need to install Office 365 application on the three most recent versions of macOS. For more system requirements, please view this reference.
If your macOS meets the requirement, may I know if the issue exists in installing other applications?

Just to be clear, I'm limping along with Excel 2016 for Mac purchased in December 2017, operating on my iMac now. I'm trying to update it with Office Home & Student 2021. My iMac software is macOS Big Sur version 11.6.4 and for some unknown reason to me I'm unable to open the download file when I double click on the installer: Microsoft_Office_16.60.22041000_HomeStudent_Installer.pkg.download.
I haven't downloaded any other software in recent memory.

Hi Paul,
My earlier concern was that you might have been downloading the Windows executable installer. The Windows installer would have a file extension of .exe but you downloaded the correct installers having .dmg file extension which is the Mac Office installer. The software is the same for both installers, but the expected license type is different. You can sign into either install with a subscription license or a 2021 license.
That the installer download won't open suggests one of two things:
You didn't wait long enough for the entire download to complete
There are problems in Mac OS
If you are certain the download completed, then we have to start troubleshooting Mac OS.
Do you get an error message of any kind when you double-click the .dmg files in Finder? If yes, what is the message?
You can verify the integrity of the file system using Disk Utility. Use it to verify your startup volume and all attached volumes.

HI Paul,
having just the same problem as you, did you manage to fix it ?
I am trying to download after having updatet to macOS Monterey...not sure if that was a good idea.
I bought it from an IT equipment seller, so a decent soucre.
I downloaded a Microsoft_Office_16.60.220 41000_Installer.pkg and it won't even open it either....
thanks for any input, will try the above mentioned tips.

I wish I had a solution for you, Regs, but I became frustrated and decided to set it aside for a while and simply haven't made another attempt at it yet. I'm thinking I may have to contact Apple for help (which seems ridiculous on it's face, you'd think the Microsoft people would have heard of this problem and know what needed to be done). Anyway, sorry...

I can think of these possible causes and cures listed in order of liklihood:
1. The download was not complete when you double-clicked the package file. (Re-download and wait for the entire package to be completed)
2. There is corruption in the file system (Use Disk Utility to verify the startup volume)
3. There is a third party application interfering. (Start your Mac in Safe Mode and then retry installation)
4. There is corruption in your Mac OS User Account. (Make a new user Account in Mac OS System Preferences, switch to the new account and then retry installation)
5. There is corruption of Mac OS. (Reinstall Mac OS)
