You cannot set transparency on pictures in PPT. All is not lost though try this.
Insert a picture and set to the size you need.
Create a shape the same size as the picture
Cut the PICTURE
Right Click the SHAPE > Format Shape >Fill
Choose Fill type Picture / Texture and then choose from Clipboard.
Set the transparency with the slider

Glad you are sorted. For the record though it does work. If the image filled the slide it sounds like you didn't right click to select the shape.
