I have to designe and create a web page for a computers in education class I have. I just purchased Office 2010 Pro because it had Publisher. Now I find out I can't create a web page there anymore. The teacher has instructions on how to create one in Word in older versions. I have to upload this to an on-line classroom, and I am at a loss as to how to do this. It has to be just a simple web page, but it must have working links, title, horizontal lines, textured background, working information and email links, and images! Other students, and the teacher must be able to view it. OMG! How am I to do this in this Office program? Please, any help will be appreciated, thanks

Unfortunately for you, choosing Office 2010 because it has Publisher may have been the wrong decision. Publisher 2010 only allows you to create a single web page with limited functionality.
Previous versions of Publisher ( 2000, 2002, 2003, 2007 ) were designed with website creation capability, but Microsoft in their wisdom decided to do away with it. You may have to consider acquiring another web building software package.
I leave it to other people to give you advice on which software to get.

As Geoffrey suggested the web building functionality is being deprecated as of Publisher 2010.

With that said you can still create a web page(s) with Publisher or Word in Office 2010. You will have fewer tools to work with than before but you can satisfy the goals of your assignment.
Create a single or multiple page publication in Publisher. You could start with a flyer template if you want and then add a page or two. Create a text box that has page 1, page 2, page 3, etc. Select the text "page1", right click, hyperlink and choose Place in this document and the appropriate page. After inserting the other hyperlinks you can copy and paste that text box to each page in your publication and you have a basic navigation system.
You can also insert hyperlinks to external pages by choosing 'existing file or web page and browsed pages or just paste the url in the address field. You also have the option of inserting email hyperlinks.
After designing your page(s) the way you want, to create your web go to File > Save and Send > Publish HTML and direct your output to somewhere on your hard drive where you can easily find it like the desktop. Unless you change the default settings you will get an 'index.htm' file (your home page) and an 'index_files' folder that contains all the other pages in your site and the supporting graphics. You will upload the index.htm file and the index_files folder to the root directory of the web host. If you want to test the site before you upload just double click the index.htm file and it will open in IE or your default web browser.
As you have only the basic web tools available to you in Pub 2010 I would not recommend trying to build anything beyond a basic web site, but at least MS left the ability to insert hyperlinks and convert the print publications to html. The same is true of Word to my knowledge. If you want to build a long term website I would use different software.
