This is not a function of PowerPoint, YouTube provides this functionality when embedding their links:

Sorry that link got converted to a url

All you do is append the start time and end time to the link, see below:
(note I had to remove https://www so you could see the end of the link:

youtube.com/embed/BmOpD46eZoA?start=36&end=41

So for this video, if I want to start at 0:00 and end at 2:56 how do I modify the URL?

https://www.youtube.com/watch?v=raH9MfLYxKw&t=56s

Or is this the embed code I should modify?

<iframe width="560" height="315" src="https://www.youtube.com/embed/raH9MfLYxKw?rel=0" frameborder="0" allowfullscreen></iframe>

Click the link below, this will bring you to a great page that will generate the link you need for PowerPoint

On that page, paste the YouTube Link, enter a Start and Finish time and that page will generate a link you can paste into PowerPoint

OK, I figured out the link you need:

The trick is to enter the start time in seconds:
0.0 = 0
2.56 = 175

So the link is:
https://www.youtube.com/embed/raH9MfLYxKw?rel=0...

Again the url has been turned into a link

The trick is to enter the start time in seconds:
0.0 = 0
2.56 = 175

So append this to your YouTube Link:
?start=0&end=176

Try pasting in the following as the embed code in the Insert...Video...Online Video... dialog:

<iframe width="560" height="315" src="https://www.youtube.com/embed/raH9MfLYxKw?start=0&amp;end=176" frameborder="0" allowfullscreen></iframe>

This worked ok for me when I tried it in PowerPoint 2016.

Use the full HTML markup for the embed code and not just the URL.  And I believe the rel parameter is not needed.  And don't use two question marks in the URL.  And encode the ampersand as &amp;

Thank you.
